Expectations of the Use of Construction Permit Systems, Modifications, Demolition, or Movement of Buildings Electronically and The Application of Electronic Building Construction Certificates of People in Pakkret District, Nonthaburi Province

Abstract

Research on the expectation of asking for permission to build, modify, and demolish or move buildings through electronic systems of people in Pak Kret District, Nonthaburi Province. The objectives were 1) to study the level of people's expectations regarding the availability of a building permit application system, modify, demolish, or move a building via electronic system; and 2) to analyze the factors of the type of applicant, the level of Education, and the occupations of people applying for permits to construct, modify, and demolish or relocate buildings affect the level of expectations for the availability of electronic systems. The total number of target groups of 100 samples were in the responsible areas of 8 local administrative organizations that came to apply for services. A non-probability sampling was performed using a purposive sampling method. Use questionnaires as a tool to collect data. Data were analyzed by descriptive statistics consisting of percentage, mean, and standard deviation. In addition, inferential statistics were used to analyze the data with T-test and F-test values.

The results of the study found that, in general, the level of expectation of people in Pakkret District, Nonthaburi Province was at a high level in using the system for requesting permission for construction, modification, demolition or moving of buildings via electronic systems. with an average of 3.77, with a quality factor consisting of tangibles, reliability, responsiveness, assurance, and empathy at high level in all factors with mean 3.80, 3.74, 3.87, 3.72 and 3.71, respectively. The results also found that the target sample, whether individual people or group company/limited partnership/authorized person applying for permission, had different education and occupation. There were no differences in the level of expectation of availability through the system among the five quality factors, with a high mean level of expectation in all aspects. The results of the research will enable local government agencies and agencies related to electronic systems to be used to consider the level of public readiness, problems, and obstacles in order to analyze, find solutions and adapt as appropriate.
