การพัฒนาศักยภาพคนพิการของจังหวัดอุดรธานี

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการพัฒนาศักยภาพคนพิการของจังหวัดอุดรธานี 2) เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการพัฒนาศักยภาพคนพิการของจังหวัดอุดรธานี และ 3) เพื่อศึกษาแนวทางการพัฒนาศักยภาพคนพิการของจังหวัดอุดรธานี เป็นการวิจัยเชิงผสมผสานระหว่างการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ กลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ ได้แก่ ประชาชนที่มีสิทธิเลือกตั้งในเขตพื้นที่จังหวัดอุดรธานี จำนวน 400 คน กลุ่มเป้าหมายที่ใช้ในการวิจัยเชิงคุณภาพ ได้แก่ กลุ่มผู้ให้ข้อมูลภาครัฐ กลุ่มผู้ให้ข้อมูลจากเจ้าหน้าที่รัฐ จำนวน 10 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ และสถิติเชิงอนุมานด้วยการวิเคราะห์การถดถอยพหุคูณ โดยใช้วิธีการคัดเลือกตัวแปรแบบเป็นลำดับขั้นและการพรรณนา จำแนกข้อมูล จัดทำบรรณาธิกรณ์ข้อมูลและวิเคราะห์ข้อมูล เขียนเป็นรายงานตามวัตถุประสงค์ ประกอบการอภิปรายผล
ผลการวิจัยพบว่า 1) ระดับการพัฒนาศักยภาพคนพิการของจังหวัดอุดรธานี โดยรวมทุกด้าน พบว่า ระดับการพัฒนาศักยภาพคนพิการของจังหวัดอุดรธานีอยู่ในระดับ ปานกลาง ( = 3.04) โดยเรียงลำดับจากมากไปหาน้อยได้ดังนี้ ด้านความปลอดภัย (
= 3.08) ด้านการวางแผน (
= 3.03) และด้านสภาพแวดล้อม (
= 3.01) ตามลำดับ 2) ปัจจัยที่มีอิทธิพลต่อการพัฒนาศักยภาพคนพิการของจังหวัดอุดรธานี โดยรวมทุกด้าน พบว่า ด้านบทบาทท้องถิ่น ด้านการสนับสนุนจากภาครัฐ ด้านบทบาทจากภาคีเครือข่าย มีค่าของอิทธิพลต่อการพัฒนาศักยภาพคนพิการ เท่ากับ 0.596, 0.358, และ 0.220 ตามลำดับ 3) แนวทางการพัฒนาศักยภาพคนพิการ อาทิ การจัดการและมีอุปกรณ์อำนวยความสะดวก สวัสดิการและการรักษาพยาบาล ปรับปรุงสภาพแวดล้อม ปรับภูมิทัศน์ สามารถเข้าถึงสิทธิตามกฎหมายและหน่วยงานรัฐ การป้องกันการแสวงหาประโยชน์และการเลือกปฏิบัติต่อคนพิการ เป็นต้น
