บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ในการบริหารงานงบประมาณที่เป็นเลิศของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย และ 2) เพื่อศึกษาความต้องการจำเป็นในการบริหารงานงบประมาณที่เป็นเลิศของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย การวิจัยครั้งนี้เป็นการวิจัยเชิงปริมาณ โดยมีกลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ ผู้บริหารและครูผู้สอนของสถานศึกษาในสังกัด สำนักงานเขตพื้นที่การศึกษามัธยมศึกษาหนองคาย จำนวน 285 คน โดยวิธีการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) แล้วทำการสุ่มอย่างง่าย (Simple Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม (Questionnaire) มาตราส่วนประมาณค่า 5 ระดับ และสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าดัชนีลำดับความสำคัญของความต้องการจำเป็น

ผลการวิจัย พบว่า 1) สภาพปัจจุบันของการบริหารงบประมาณที่เป็นเลิศโดยรวมอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์ของการบริหารงบประมาณที่เป็นเลิศโดยรวมอยู่ในระดับมากที่สุด และ 2) ความต้องการจำเป็นของการบริหารงบประมาณที่เป็นเลิศโดยภาพรวมอยู่ระหว่าง 0.436 – 0.488 เมื่อพิจารณารายด้าน พบว่า ด้านที่มีความต้องการจำเป็นลำดับที่ 1 คือ ด้านการบริหารบัญชี ลำดับที่ 2 คือ ด้านการบริหารพัสดุและสินทรัพย์ และลำดับที่ 3 คือ ด้านการบริหารการเงิน
