Abstract

Laying the foundation of good governance with the principle of creating transparency in national administration, checking the use of state power, and participating in all sectors at the national, local, and community levels are important issues that require promoting awareness, participation, and joint benefit from public administration. This research aims to 1) study the level of promotion of good governance principles of the Waterworks Division, Samut Sakhon Municipality, Samut Sakhon Province; 2) study the level of performance efficiency of personnel of the Waterworks Division, Samut Sakhon Municipality, Samut Sakhon Province; and 3) study the influence of promotion of good governance principles on performance efficiency of personnel of the Waterworks Division, Samut Sakhon Municipality, Samut Sakhon Province. This is survey research. The research instruments include a questionnaire. The population used in the research is personnel of the Samut Sakhon Municipality Office, Samut Sakhon Province. The simple random sampling method is a lottery method with 515 people. The statistics used for data analysis include mean, standard deviation, correlation coefficient analysis, multiple regression analysis, and hypothesis testing.

          The research results showed that 1) the level of good governance promotion of the Waterworks Division, Samut Sakhon Municipality, Samut Sakhon Province was at a high level overall, 2) the work efficiency level of the personnel of the Waterworks Division, Samut Sakhon Municipality, Samut Sakhon Province, and 3) the correlation coefficient of the influence of good governance promotion on service performance of the Waterworks Division, Samut Sakhon Municipality. Samut Sakhon Province found that overall, there was a very high level of relationship with statistical significance at the .01 level (r_xy = .891). The results of the multiple regression analysis of promoting good governance principles with service performance of the Waterworks Division, Samut Sakhon Municipality Office, Samut Sakhon Province, overall, had predictive power (R² = .793) or 79.30 percent. The results of the hypothesis test of promoting good governance principles with service performance of the Waterworks Division, Samut Sakhon Municipality Office, Samut Sakhon Province were positive with statistical significance at the .01 level.
