Abstract

Local development and local governance are important issues in promoting public participation and democracy at the local level. Upgrading a Subdistrict Administrative Organization (SAO) to a Subdistrict Municipality is a process that can enhance the capacity to provide public services and improve management. The objectives of this study are: 1) to investigate the public opinion regarding the upgrading of the Subdistrict Administrative Organization of Suantan Subdistrict, Lamae District, Chumphon Province, to a Subdistrict Municipality, and 2) to assess the readiness of the Suantan Subdistrict Administrative Organization for the upgrade to a Subdistrict Municipality. A mixed-methods research approach, incorporating both quantitative and qualitative methods, was used. The quantitative data were collected from a sample of 368 citizens using a questionnaire, and data were analyzed using descriptive statistics. For the qualitative research, in-depth interviews were conducted with 4 key informants, who were senior executives of the Suantan Subdistrict Administrative Organization.

          The results of the study indicated that the public generally had a high level of positive opinion about the upgrade to a Subdistrict Municipality, with the highest priority placed on conducting public hearings and providing opportunities for citizens to participate in decision-making. In contrast, opinions regarding the separation of certain areas for the upgrade were the least favorable. The Suantan Subdistrict Administrative Organization was found to be ready in four main areas: budget and management, organizational structure and personnel, operations, and development planning. Despite some personnel limitations in certain positions, the administration by committed executives, in line with the local context, helped effectively enhance the organization's readiness. Based on the findings, the study recommends organizing village forums to provide comprehensive information, especially on the advantages and disadvantages of the upgrade. The public expects that this change will lead to clearer and more comprehensive local development.
