Abstract

         This research aimed to design, develop, and evaluate the effectiveness of the "Digital Innovator to Community" learning environment through place-based community learning and digital project-based learning to develop digital innovator competencies for upper secondary school students. This study employed a Research and Development (R&D) methodology conducted across four phases. The research sample consisted of 30 upper secondary school students from Sakolrajwittayanukul School, Sakon Nakhon Province, during the second semester of the 2023 academic year, selected through cluster random sampling. A One Group Pretest–Posttest Design was employed. Research instruments comprised the learning environment based on a 6–step IDEATE Model with 20 lesson plans across 5 learning units, a digital innovator competency assessment, and a learning achievement test. Data were analyzed using percentage, mean, standard deviation, E1/E2 efficiency index, and paired samples t–test.

         The findings revealed that the conceptual framework of the learning environment was evaluated by experts at the highest level of appropriateness (  = 4.72). The learning environment met the 80/80 efficiency criterion with an E1/E2 value of 85.42/87.83. All six dimensions of digital innovator competency and all four domains of learning achievement were significantly higher after instruction than before at the .05 level (t = 17.896 and t = 15.684, respectively), with very large effect sizes across all components (Cohen's d ≥ 3.81). Furthermore, students' community digital innovation projects received 28 awards from 5 competitive platforms across 4 countries.
