Abstract

Women are very responsible for their families, communities and society, and Thailand has been severely affected by the drug problem in many ways. both from the production of certain drugs in neighboring countries, smuggling, including As a result, some women are drawn into drug-related offenses to the point of being arrested and prosecuted in the criminal justice system, which tends to increase in number to the extent that women who commit crimes. convicted and confined to a women's prison or penitentiary to the critical stage that it is necessary to urgently find a way to prevent and solve problems urgently study report This issue is an analytical study. 1. An analysis of Thailand's obligations to international regulations on legal measures to develop alternatives for drug offenders. 2. Study and analyze legal measures to develop alternatives for drug offenders to support the implementation of the Bangkok regulations. According to the United Nations Rules for the treatment of women prisoners and non-custodial measures for women offenders or the “Bangkok Rules” by studying the current legal measures that need to be implemented in an integrated way and that facilitate the protection Protecting women according to international guidelines on human rights to be more effective than in the past Including the proposal to develop legal measures in accordance with the practice of civilized countries. and so that women who commit drug offenses of some non-lethal nature are properly taken care of. and more fair than it is today.


 The research findings suggest that Improving the performance of all agencies in the criminal justice process to apply laws such as Tao, especially in the case where women are required to be accused or defendants or inmates. In addition, to add laws that are special measures. that Thailand does not have or has not yet been implemented, including measures to reduce the crime (Decriminalization) measures to diversion the case (Diversion) from the judicial process. Measures to reduce harm from drug use (Harm Reduction) to reduce crime and criminal penalties. (Depenalization)
