ก่อนที่จะพิจารณาการเมืองเชิงเปรียบเทียบของการปกครองในด้านความหลากหลายทางการเมือง จำเป็นต้องศึกษาความสำคัญของการเมืองและการปกครองตลอดจนองค์ประกอบสำคัญของการเมืองและการปกครอง การเป็นอยู่ของรัฐ เป็นอันดับแรก หมายความว่าอย่างไร และมีองค์ประกอบที่ส่งผลกระทบต่อการแบ่งประเทศออกเป็นประเภทและกลุ่มต่าง ๆ อย่างไร การเมือง ความสำคัญของการเมือง การเมืองมีความสำคัญต่อมนุษย์มาก สิ่งนี้สามารถกำหนดได้จากคำจำกัดความของอริสโตเติล นักปรัชญาเมืองแห่งเทพนิยายกรีกที่ว่า "มนุษย์โดยพื้นฐานแล้วเป็นสัตว์สังคม" (Man is by nature a social animal)
