Abstract

The objectives of this research were: (1) to determine the components of the 21st Century Arts Talents Cultivation Pattern of undergraduate studies under Liaoning Province; (2) to propose the implementation guidelines of the 21st Century Arts Talents Cultivation Pattern of undergraduate studies under Liaoning Province. The research was a mixed methodology research. The population includes 73 college leaders and 728 instructors from 20 universities, with a total number of 801. Using multi-stage random sampling technology, the sample size of 300 university leaders and instructors was determined. The nine key informants were implementation personnel of colleges and universities, Dean of art and Design College and lecturer of art and design. obtained by purposive sampling method. The instruments used for data collection were semi structured interview, a five-level rating scale questionnaire, and note taking by Focus Group Discussion. Major findings: (1) the components of the 21st Century Arts Talents Cultivation Pattern of undergraduate studies under Liaoning Province included four components: Innovative and Entrepreneurial Artistic Talents Cultivation, Teaching Management Design for Vertical Professional Knowledge, Quality Assurance and Quality Management Systems, Global Literacy Skills in the 21st, (2) the implementation guidelines of the 21st Century Arts Talents Cultivation Pattern of undergraduate studies under Liaoning Province were found that there were total 14 guidelines as follows: four implementation guidelines for component of Innovative and Entrepreneurial Artistic Talents Cultivation, two implementation guidelines for component of Teaching Management Design for Vertical Professional Knowledge, four implementation guidelines for component of Quality Assurance and Quality Management Systems, three implementation guidelines for component of Global Literacy Skills in the 21st.
