Education Management Model to Civil State Policy in Case of Public Higher Education Institution

Higher education institutions are an important to human capital. How education is managed affects graduates' potential and responds to national social and economic development plans and governmental policies. This research aimed to explore the state educational management of higher education institutions in order to be able to effectively serve civil state policy. New models that were consistent with the empirical data were created via data collection through 400 participants, who were both the academic staff and supporting staff in a state university, in Pathum Thani Province. Exploratory factor analysis and confirmatory factor analysis were used for data analysis. Using the chi-square distribution, it was found that the proposed model of educational management was theoretically acceptable at the significant level of 0.05. (X2/df=1.54 CFI=0.97 GFI=0.94 AGFI=0.90 and RMSEA=0.05.) The elements involved were as follows: planning of manpower and curriculum, long-term vision, appropriate management, worthiness and cooperation, and operational agility. All components of the model may affect the development of the higher education institutions, both state and private institutions.
