The Application of Sufficiency Economy Philosophy Concept for Management of the Village and Urban Community Fund in Samut Sakhon Province

Abstract

The objectives of this research were 1) to study the factor or component and the application of sufficiency economy philosophy concept of a good management process of the model of the Village and Urban Community Fund in Samut Sakhon province, including the achievement of the Village and Urban Community Fund according to the standard rules for management of the National Village and Urban Community Fund Office and 2) to create approaches for application of sufficiency economy philosophy concept for pattern development of the Village and Urban Community Fund, which is compatible with the context of Samut Sakhon province. This study was mixed-method research, the data was collected from 1) the representatives of the Village and Urban Community Fund’s Committee for both of the quantitative and qualitative data and 2) the Community Development District officers who are responsible for the Village and Urban Community Fund for the qualitative data. The results of the study were as follows:

1. The quantitative results found that 1) the overall average for the factor or component of management process of the Village and Urban Community Fund was high. Considering in each issue found that the issue of Leadership was the highest average, the other next below issues were the Structure, Procedure and Personnel 2) the overall average for the application of sufficiency economy philosophy concept was high. Considering in each issue found that the issue of Ethics was the highest average, the other next below issues were the Knowledge, Moderation, SelfImmunity and Reasonableness and 3) the overall average for the operation according to the standard rules for management of the Village and Urban Community Fund was high. Considering in each issue found that the issue of Management was the highest average, the other next below issues were the Outcome and Strengthening.

2. The qualitative results found that 1) the factors or components that affected to the achievement for the management process of the Village and Urban Community Fund consisted of the Committee, the Procedures, the Operation networking and the Leadership 2) the application of the sufficiency economy philosophy concept found that there is introducing the five principles for integrated application that is compatible with the context of the Village and Urban Community Fund 3) the operation results of the Village and Urban Community Fund were mostly achieved in a high level 4) problems in the management of the Village and Urban Community Fund consisted of the economic crisis problem, the local political problem that made the debtor misunderstanding in reimbursement, the networking of the Village and Urban Community Fund problem, the problem of committee was failure to comply with the approach that was specified by the National Village and Urban Community Fund Office, the problem of members were unable to cooperate for the operation, the problem of accounting systems and the problem of rules of the Village and Urban Community Fund, which was inconsistent with the context of the village.
