Guidelines for detailing human research ethics in research articles

According to the Association of Legal & Political Studies (ALPS), the Institutional Review Board (IRB) has been established to consider and approve human research ethics for the research projects of the association's researchers and external researchers. From now on, all research manuscripts that will be submitted to be considered for publication in the association's journals, research must be given importance and conducted in strict accordance with ethical standards for human research.

All research articles involving human subjects should receive human research ethics approval from a human research ethics committee of a reputable agency. Those articles must include details of human research ethics certification, including the name of the certifying agency and committee and the certification number. For research articles that have not previously received human research ethics approval, detail the conditions for exemption from approval and the procedures the researcher has used to ensure that the research complies with the ethical standards of human research must be clearly stated. All these details, both in certified and non-certified cases, are set out in the Research Methodology section.

The editors may consider and decide to reject any submissions that do not provide these details, especially those that may not comply with ethical standards for human research.

  • 2025 Publication Cut-Off Dates and New Requirements for 2026 Submissions

    The Association of Legal & Political Studies hereby announces the following policies regarding article submissions, publication cut-off dates for 2025, and new requirements for 2026 publications for all journals under our association:

     

    1) Closure of Submissions for No. 2 Issues

    Submissions for No. 2 issues of all established journals for the year 2025 are now closed. Exceptions apply to newly launched journals in 2025 (TSTHR, TMSR, and TACR), which will close submissions upon reaching 10 articles.

     

    2) Publication Schedule and Cut-off Dates

    2.1) Articles officially accepted by October 31, 2025: To be published in No. 2 issues of 2025.

    2.2) Articles officially accepted from November 1, 2025 onwards: To be published in No. 1 issues of 2026 or later.

     

    3) New Requirements for 2026 Publications

    For all articles to be published in 2026 editions, including those currently under review and not accepted by October 31, 2025, as well as new submissions involving human participants:

    3.1) Ethics in Human Research:

    3.1.1) Articles must include a section on "Ethics in Human Research" under the Research Method. This section should provide detailed information about the ethical approval obtained, including the name of the ethics committee or institutional review board, approval document number, and validity period. Authors must also describe key measures taken to protect participants' rights in accordance with approved ethical guidelines, such as informed consent procedures, confidentiality and data protection measures, and any specific safeguards for vulnerable populations if applicable.

    3.1.2) If ethical approval was not sought, a section on "Protection of Research Participants" must be included under the Research Method.

    3.2) Language Requirements for Thai Articles:

    3.2.1) All figures and tables must have English titles and captions.

    3.2.2) In-text citations and references must be in English only. (Thai and other non-English sources must be translated to English)

    These new requirements apply to both articles currently under review and new submissions for 2026 publications.

  • Official Statement on the Use of AI and Ethical Referencing Practices

    The Association of Legal & Political Studies (ALPS), as the owner and publisher of the Asian Education and Learning Review (AELR), emphasizes the importance of maintaining academic integrity across all its publications.

     

    In accordance with the guidelines established by reputable international scholarly and professional organizations such as the Committee on Publication Ethics (COPE), the World Association of Medical Editors (WAME), and the Journal of the American Medical Association (JAMA) Network, the editorial board of ALPS has identified irregularities in the references of certain manuscripts submitted for publication. These irregularities raise concerns about potential violations of ethical standards and our journal policies, possibly resulting from the inappropriate use of AI tools.

     

    Therefore, ALPS issues the following guidelines:

    1) Authors suspected of engaging in unethical practices related to AI or reference integrity will be given an opportunity to clarify the circumstances surrounding the irregularities.

    2) If the explanation is sincere and demonstrates unintentional error, authors will be allowed to correct the issues before proceeding further with the publication process.

    3) If the explanation is unsatisfactory or indicates deliberate misconduct, the submission will be rejected, and the authors will be subject to our blacklisting policy.

     

    For articles that have bypassed the review process or have already been published, ALPS reserves the right to retract such articles retroactively in order to uphold the scholarly standards and integrity of our publications. Additionally, notifications will be sent to the respective academic institutions regarding any misconduct to ensure proper oversight.

  • Important Announcement: New Manuscript Revision Policy

    The Asian Education and Learning Review is pleased to announce an update to our manuscript revision policy, effective immediately. This change aims to streamline our review process and ensure the highest quality of published research.

    Key Points of the New Policy:

    1. Authors will have a maximum of three opportunities to revise their manuscript:
      • Initial submission
      • First revision
      • Two additional revision opportunities (if necessary)
    2. If the manuscript does not meet our publication standards after these three revisions, it will be rejected.
    3. Rejected manuscripts may be substantially revised and resubmitted as new submissions.
    4. The editorial team may assign the same reviewers to resubmitted manuscripts for consistency.

    Process Example:

    • Initial Submission → Revise
    • 1st Revision → Not Accepted → 1st Additional Revision
    • 2nd Revision → Not Accepted → 2nd and Final Revision
    • 3rd Revision → If Not Accepted → Rejection (Submission fee non-refundable)

    This policy is designed to:

    • Enhance the efficiency of our review process
    • Encourage authors to address reviewer comments thoroughly
    • Maintain the high quality of research published in our journal

  • Special Article Processing Charge (APC) Waiver for International Authors (2025-2027)

    The Asian Education and Learning Review (AELR) is committed to publishing cutting-edge research on education, learning, and human development within the Asian context. In line with our dedication to fostering global collaboration and promoting diverse perspectives, and in response to Scopus recommendations regarding the geographical diversity of authorship and content, AELR is pleased to announce a Special Article Processing Charge (APC) Waiver for all international authors for submissions made and accepted for publication between January 1, 2025, and December 31, 2027.

    This initiative is designed to remove financial barriers that may prevent researchers from outside of Thailand from publishing their work in AELR. By waiving the APC for international authors during this period, we aim to:

    • Expand the geographical representation of research on education and learning in Asia:We seek to include a wider range of experiences and perspectives on educational systems, pedagogical approaches, and learning outcomes across the Asian region.
    • Support educational researchers and practitioners in developing contexts:We aim to enable researchers facing financial constraints to share their valuable findings and contribute to the global understanding of education and learning in Asia.
    • Promote innovative and culturally relevant approaches to education:By publishing research from diverse educational settings, we hope to foster the development of more effective and equitable educational practices in Asia.

    Eligibility:

    • This APC waiver applies to all manuscripts submitted by corresponding authors affiliated with institutions located outside of Thailand.
    • The waiver is valid for manuscripts submitted and accepted for publication between January 1, 2025, and December 31, 2027.

  • ALPS Enhances Quality and International Standing of its Journals

    The Association of Legal & Political Studies (ALPS) is committed to continuously improving the quality and impact of its journals. As part of this ongoing commitment, ALPS submitted its journals for indexing in leading international databases such as Scopus and Web of Science (WoS).

    While initial evaluations did not result in immediate acceptance for all journals, ALPS received highly positive and constructive feedback from both database providers. The feedback emphasized a few key areas for improvement, which ALPS has diligently addressed across its journal portfolio.

    These areas primarily concern further strengthening the quality of published articles, enhancing the international scope of cited literature, and more explicitly connecting articles to global scholarly debates within each journal's respective field.

    To meet these requirements and to elevate all ALPS journals to a new level of international excellence, ALPS is implementing the following enhancements:

    • Website Updates:We have thoroughly updated key information on each journal website, including the About the Journal, Publication Ethics and Malpractice Statement, and Instructions for Authors, aligning them with international best practices for scholarly publications.
    • Revised Review Form (Version 3):We are implementing Version 3 of our robust Article Evaluation Form, building upon the strengths of the previous version and incorporating specific recommendations from database evaluators. This enhanced form will enable reviewers to more effectively assess and guide submissions towards achieving higher quality and greater international relevance in their respective subject areas.

    These enhancements are designed to benefit all stakeholders:

    • Authors:The elevated standards will encourage authors to prepare higher-quality manuscripts, and the detailed feedback provided through the revised review process will facilitate significant improvements to accepted articles.
    • Reviewers and Editors:The updated Review Form provides a more structured and targeted framework for evaluating manuscripts and offering constructive feedback, leading to a more efficient and impactful review process.

    The editorial board of the Asian Education and Learning Review announces the closure of submissions for Vol.3 (2025). We have reached our target of 10 articles, with 5 published in No.1 and 5 in No.2.

    We are pleased to announce that we are now accepting submissions for Vol.4 (2026) and subsequent issues. These will be published continuously in line with our new editorial policy. The previous limit of 5 articles per issue has been removed. Vol.4 and onward will feature a variable number of articles, reflecting the number of accepted and publication-ready submissions received. This change aligns our publication practices with other journals under the auspices of the Association of Legal & Political Studies.

    Submissions received while the journal awaits indexing in databases such as TCI or ERIC will continue to be exempt from publication fees until such indexing is achieved.   • Acceptance/Rejection Rates for 2024

    The acceptance/rejection rate serves as one of the most widely recognized indicators for assessing the quality of an academic journal. The editorial team of the Asian Education and Learning Review (AELR) acknowledges the necessity of transparency in journal publishing and has been gathering, analyzing, and disclosing this information since 2023. In the year 2024, a total of 22 articles were submitted for review, of which 21 were accepted for publication and 1 were rejected. Consequently, the acceptance rate for articles submitted to AELR in 2024 is 95.45%.

  • Enhancing the Quality of AELR by Clearly Identifying the Contribution and Novelty of Each Submitted Article

    The Thai Journal Citation Index Center provided recommendations at the 15th Symposium on Thai Journal Development Network on February 14, 2025, regarding the concepts of journal publishing and its quality, in preparation for assessment by TCI in early 2026, as well as other international databases such as Scopus, WoS, and ERIC, the editorial board has established new guidelines. Therefore, every article submitted for consideration for publication in AELR must clearly identify the Contribution and Novelty of each article in at least two sections: 1) at the end of the "Abstract" and 2) at the "Conclusion and Discussion" section. This should be presented as a narrative rather than as separate subheadings. Articles that do not comply with this requirement may be asked to make revisions before the editor assigns them for review by external reviewers. Furthermore, if, at the final stage, the editor-in-chief finds that the authors have not sufficiently addressed these elements, those articles may ultimately be rejected for publication in AELR. The judgment of the EIC shall be final, and authors will not be able to request a refund of the publication fee.

  • Change of Editor-in-Chief and Editorial Board Member

    According to the recommendations made by the Thai Journal Citation Index Center at the 15th Symposium or Thai Journal Development Network on February 14, 2025, each Editor-in-Chief should be responsible for no more than 2 journals. Due to the management system of journals under the Association of Legal & Political Studies (ALPS), representatives from the association's committee have previously been appointed to serve as the EIC for all journals. Currently, this role has been assigned to Associate Professor Dr.Thanaporn SRIYAKUL, President of the Association. However, in order to comply with the recommendations from TCI and to ensure effective management of the journals, the association has appointed Associate Professor Dr.Pannee SUANPANG, an expert in educational technology, to move from her role as editor to serve as the EIC of the Asian Education and Learning Review (AELR) effective from February 5, 2025. Additionally, the editorial board has appointed Dr.Pannika NGAMCHAROEN, a faculty member at Bodhivijjalaya College, Srinakharinwirot University (Thailand), to join as an editor of AELR, also effective from February 5, 2025.

    Asian Education and Learning Review values measuring the journal's quality by acknowledging and referencing articles published in the journal to expand the academic community's knowledge. Therefore, AELR monitors the number of times its articles are cited by articles published in journals indexed in national and international databases.

    In 2020-2023, articles published in AELR were cited in journals whose index in Scopus totaled 0 times, while AELR published 10 articles during the same period. Therefore, its CiteScore for 2023 is 0.00. As of December 31, 2024, the CiteScore tracker 2024 (Q4) will likely increase to 0.15.

    In 2022-2023, articles published in AELR were cited in journals whose index in TCI totaled 0 times, while AELR published 10 articles during the same period. Therefore, its impact factor for 2023 is 0.00. As of December 31, 2024, the IF tracker 2024 (Q4) will likely increase to 0.20.

  • AELR 2024 Peer Review Metrics

    Submission to First Decision: Manuscripts are reviewed by the editorial team, assessed for quality by peer reviewers, and the editorial team sends the first decision back to the authors so that they can improve the quality according to suggestions (if any), including formatting as required by the journal. This takes approximately 30.10 days.

     

    First Decision to Acceptance: The authors have improved the quality of the manuscript according to the recommendations of reviewers, and formatted it as specified by the journal until it is complete and accurate according to the journal's standards, including being accepted for publication in approximately 21.30 days.

     

    Acceptance to Publication: The production process after the manuscript has been accepted and published takes approximately 19.90 days.

     

    The operational efficiency of AELR's editorial team in 2024 is much better than the previous year. The original time spent throughout the process from article submission to publication was 186.70 days, reduced to only 71.30 days. However, the editorial team is committed to reducing the time period to comply with the editorial team's policy that from article submission to acceptance should not take more than 45 days. The editorial team will try to gradually reduce the time period in the article review process by reviewers to no more than 28 days by 2025 and no more than 14 days by 2027.

  • Changing the article sorting format from “page numbers” to “article number”

    In order to accommodate the increasing volume of articles in the journals under the responsibility of the Association of Legal & Political Studies (ALPS), the association has decided to change the article sorting format of all journals (AISR, ACSR, APSR, AAMR, AELR, & TISR) from “page numbers” to “article number” as used in the case of Procedia of Multidisciplinary Research (PMR), starting from the first issue of 2025 onwards.

     

    The format of writing article citation information according to the format of the American Psychological Association (APA), 7th edition, is as follows:

For research articles that have not previously received human research ethics approval, detail the conditions for exemption from approval and the procedures the researcher has used to ensure that the research complies with the ethical standards of human research must be clearly stated. All these details, both in certified and non-certified cases, are set out in the Research Methodology section.

    The editors may consider and decide to reject any submissions that do not provide these details, especially those that may not comply with ethical standards for human research.

  • AELR 2023 Peer Review Metrics

    Submission to First Decision: Manuscripts are reviewed by the editorial team, assessed for quality by peer reviewers, and the editorial team sends the first decision back to the authors so that they can improve the quality according to suggestions (if any), including formatting as required by the journal. This takes approximately 104.8 days.

    First Decision to Acceptance: The authors have improved the quality of the manuscript according to the recommendations of reviewers, and formatted it as specified by the journal until it is complete and accurate according to the journal's standards, including being accepted for publication in approximately 71.3 days.

    Acceptance to Publication: The production process after the manuscript has been accepted and published takes approximately 10.6 days.

    The operational efficiency of AELR's editorial team in 2023 was unsatisfactory as it took 186.7 days from submission to publication. The editorial team has therefore set a goal to reduce the time in the first step, from submission to first decision, in accordance with the editorial policy, which is within 45 days.
