วารสารมีวัตถุประสงค์เพื่อ 1) เพื่อเผยแพร่ผลงานทางวิชาการและวิจัยของบุคลากรมหาวิทยาลัยและหน่วยงานจากภายนอกในรูปแบบสื่อสิ่งพิมพ์และรูปแบบออนไลน์ 2) เพื่อเป็นแหล่งสนับสนุนการศึกษา วิจัย บูรณาการองค์ความรู้ เพื่อการอนุรักษ์ ฟื้นฟู ส่งเสริม พัฒนา และเพิ่มคุณค่าของศิลปะ วัฒนธรรม และภูมิปัญญาท้องถิ่น และ 3) เพื่อสนองพันธกิจสำนักศิลปะและวัฒนธรรม และมหาวิทยาลัยราชภัฏสุรินทร์
วารสารได้ถูกจัดให้เป็น วารสารกลุ่มที่ 1 (TCI Tier 1)
โดย ศูนย์ TCI ให้คำรับรองคุณภาพวารสาร ตั้งแต่วันที่ 1 ม.ค 68 - 31 ธ.ค 72
เป็นวารสารที่จัดทำขึ้นโดยสำนักศิลปะและวัฒนธรรม มหาวิทยาลัยราชภัฏสุรินทร์ รับตีพิมพ์เผยแพร่ผลงานทางวิชาการ จำนวน 2 ประเภทบทความ ได้แก่ บทความวิชาการ และบทความวิจัย ทั้ง ภาษาไทยและภาษาอังกฤษ
วารสารมีวาระออกปีละ 3 ฉบับ ได้แก่
ฉบับที่ 1 ประจำเดือน มกราคม - เมษายน
ฉบับที่ 2 ประจำเดือน พฤษภาคม - สิงหาคม
ฉบับที่ 3 ประจำเดือน กันยายน - ธันวาคม
วารสารเปิดรับ 16 - 20 บทความ ต่อฉบับ โดยจะเริ่มตั้งแต่ปี 2568 เป็นต้นไป

- ศิลปวัฒนธรรม แหล่งเรียนรู้ และภูมิปัญญาท้องถิ่น
- สหวิทยาการมนุษยศาสตร์และสังคมศาสตร์
- การศึกษาและบูรณาการศาสตร์เพื่อการอนุรักษ์และสืบสาน
- เศรษฐกิจสร้างสรรค์โดยใช้ทุนทางวัฒนธรรม

บทความที่ส่งเข้ามาจะได้รับการประเมินคุณภาพของผลงานทางวิชาการ โดยผู้ประเมินซึ่งเป็นผู้ทรงคุณวุฒิในสาขาที่เกี่ยวข้อง จำนวน 3 ท่าน ซึ่งพิจารณาแบบปกปิดรายชื่อทั้งผู้เขียนบทความ ผู้ประเมิน และผู้ที่เกี่ยวข้อง (Double Blind Review) ทั้งนี้วารสารจะดำเนินงานตามกรอบจริยธรรมการตีพิมพ์ผลงานในวารสารวิชาการ (Publication Ethics) อย่างเคร่งครัด
