The journal invites lecturers, researchers, students, and the general public to submit a manuscript for Vol. 15 No.1 (January - April 2026) on the Arts and Culture Journal of the Lower Moon River.

The journal has been accepted for inclusion in TCI Tier 1

By the TCI Center, certifying the quality of journals from January 1, 2025, to December 31, 2029.

The journal is published by the Office of Arts and Culture, Surindra Rajabhat University, for the academic publication of two types of articles, academic and research articles, in both Thai and English versions. The Arts and Culture Journal of the Lower Moon River accepts articles in both Thai and English, covering a range of academic and research topics.

The Journal publishes three issues a year as follows:

- The first No. is from January to April.

- The second No. is from May to August.

- The third No. is from September to December.

The journal publishes 16-20 articles per issue, starting from 2025 onwards.

The scopes of this journal include:

- Arts and Culture, Learning Resources, and Local Wisdom

- Interdisciplinary Humanities and Social Sciences

- Education and Integration of Science for Conservation and Inheritance

- Creative Economy using Cultural Capital

All articles will be assessed by three peer reviewers, who are experts in the related subjects, using a double-blind review system. The Journal process strictly follows the ethical framework and publication ethics.

The publication fees are as follows:

- Research articles/academic articles in Thai: 5,000 THB per article.

- Research articles/academic articles in English: 6,000 THB per article.

(The article publication fees will be charged for journals submitted to the system from Vol. 14 No. 1 on April 1st, 2025, onwards.)

Instructions for the article processing charges (APCs) payment steps are as follows:

1. Authors are requested to submit document files via the ThaiJo system, including:

     1.1 Research articles/academic articles in Word format (1 file)

     1.2 Submission form (1 file)

2. Initial review: The editorial board will review the article after the document files are submitted. If the article meets the journal's scope and format, which passed the initial review, the journal will notify the author to pay the publication fee before sending it to assess the quality by reviewers.

Note: The journal reserves the right to cancel and reject consideration of the manuscript if the author has not submitted complete document files, the manuscript falls outside the journal's scope, or the manuscript does not adhere to the journal's specified reference format.

3. After transferring the payment via a bank account, please send the author's name, title, and transfer slip information via the journal system.

Notice of Article Submission Procedures Prior to Temporary Suspension of the System.

As previously announced, the journal will temporarily suspend its system and editorial processes for one month, from October 1 to 31, 2025.

The journal would like to inform that articles submitted before October 1, 2025 will proceed to the quality assurance process according to the journal’s academic standards, passing with the Initial Review, as follows:

1. Passed the Editorial Office Screening – formatting and plagiarism check
2. Passed the Evaluation by the Editor-in-Chief – scope of the journal, article quality, publishing ethics, and AI usage
3. Received Notification of Article Processing Charge (APC) payment via the journal system

Please note that if an article is declined at the Initial Review stage (Desk Rejection), it will not be considered as having entered the journal’s system.

According to the resolution of the editorial board meeting of the Arts and Culture Journal of the Lower Moon River at Meeting No. 1/2025, held on March 19, 2025, at the office of Arts and Culture meeting Room, Surindra Rajabhat University, and via an online platform, it was agreed to use the Name and Year System (APA 7th edition – American Psychological Association, 7th edition) for in-text citations and reference lists. This change will take effect starting from vol.14, no.1, 2025.

3) to complete the mission of the Office of Arts and Culture and Surindra Rajabhat University.

The Arts and Culture Journal of the Lower Moon River announce the publication fees and the instructions of the article processing charges (APCs) steps for the publication fee as follows:

The publication fees are as follows:
- Research articles/academic articles in Thai: 5,000 THB per article.
- Research articles/academic articles in English: 6,000 THB per article.
(The article publication fees will be charged for journals submitted to the system from Vol. 14 No. 1 on April  1st, 2025 onwards.)

Instructions of the article processing charges (APCs) payment steps are as follows:
1. Authors are requested to submit document files via the ThaiJo system, including:
1.1 Research articles/academic articles in Word format (1 file)
1.2 Submission form (1 file)
2. Initial review: The editorial board will review the article after the document files are submitted. If the article meets the journal's scope and format, which passed the initial review, the journal will notify the author to pay the publication fee before sending it to assess the quality by reviewers.
3. After transferring the payment via a bank account, please send the information of the author's name, title, and transfer slip via the journal system.

Note: All journal publication fees are non-refundable operating fees. If the review process by three peer reviewers is finished and the result is rejected for publication in the Arts and Culture Journal of the Lower Moon River, the publication fee will not be refunded.

Arts and Culture Journal of the Lower Moon River has started to publish the Print edition every six months. There are two issues per year: No. 1 January - June and No.2 July - December. The journal has requested the number for the Print edition in year 2023.

Nowaday, the journal has requested the number  for the print edition and received ISSN 2822 - 1141 (Print) to use in 2023 forwards.

The journal has started to use the ISSN 1905 - 6265 (Print) for the Print edition in annual publication which approved the ISSN from the National Library of Thailand.

In the year 2022, the journal has scheduled to be published every six months. There will be 2 issues per year: No. 1 January - June and No.2 July - December. The journal has requested the number of ISSN 2822 - 0617 (Online) for the online edition.

Therefore, the journal has already cancelled the number of ISSN 1905 - 6265 (Print) and started to use ISSN number 2822 - 0617 (Online) in 2022 forwards.
